The fonds consists of about 28,000 personal files of those who were politically repressed in the period after 1917 and before the closure of the Gulag camp system (1956). These are materials obtained from personal archives, reflecting various aspects of family history and the history of the country: numerous biographical documents, documents on repressions, correspondence with the prisoners (more than 5,000 letters), and documents on rehabilitation. The fonds contains about 16,000 photographs, drawings, and other creative materials, and memoirs. More than 25,000,000 items of letters to the Memorial, questionnaires, and return correspondence. A significant part of the files is accompanied by extracts from electronic databases. The fonds collection also contains personal files of those who were not rehabilitated (including some repressed NKVD officers and those who were refused rehabilitation on various grounds) and individual files of NKVD officers who were not subjected to reprisals.
The materials of the fonds reflect the history of repressions of the Stalinist period and are represented by documents from the 1920s to 2023 (mainly 1930s – 1950s and 1980s – 2020s). Some documents date back to the second half of the 19th – early 20th centuries.
Материалы фонда охватывают большое количество документов о жизни и деятельности нескольких поколений толстовцев, толстовских организаций, коммун, издательств, журналов и т.д. Среди них биографические документы (вкл. автобиографии и биографические заметки, документы о репрессиях); воспоминания и дневниковые записи разных периодов (в т.ч. об организации и деятельности толстовских коммун, о репрессиях со стороны советских властей). Важное место занимает переписка толстовцев между собой, с разными лицами, издательствами, организациями и т.д., есть письма из заключения. Среди творческих материалов статьи на духовно-религиозные, философские и др. темы; очерки, рецензии и пр.; поэзия (в т.ч. сборники стихов). В документах фонда присутствуют материалы, относящиеся к деятельности Московского вегетарианского общества, сельскохозяйственного товарищества «Свободный пахарь», коммуны «Жизнь и труд» и др. объединений. В фонде содержатся фотографии; толстовские печатные издания (пресса и книги) и др. документы (в т.ч. картотека толстовцев). Документы охватывают период от начала XX до начала XXI вв., преимущественно советского времени (есть недатированные документы, возможно относящиеся к концу XIX в.).

Exhibition materials for displays such as “The First World War,” “The Social Democratic Party,” “Jews in the Great Patriotic War,” and others.
Extensive correspondence, including letters exchanged with his wife M.I. Koff (Zil’bershtein), fellow political prisoners, and members of the Society of Former Political Prisoners and Exiles (including M.M. Birman, A.D. Dmitriev, D.Ia. Shinder, A.M. Chekotillo, M.B. Khanin, V.N. Figner, and others); correspondence on the history of the revolutionary movement and its participants (including with Ia.M. Shternshtein); professional correspondence with editorial offices, publishers, museums, and other institutions; as well as correspondence with organizations and individuals on various matters (including rehabilitation and personal pensions of other persons).
Documents of the Society of Former Political Prisoners and Exiled Settlers, including membership lists, congress materials, photographs, and more; materials from the Museum of the Society of Former Political Prisoners (inventory of the archive, transcripts of meetings of the museum group, exhibition layouts, etc.).

The collection consists primarily of questionnaires, statements, and letters sent to Memorial by those who were deported to forced labour or by relatives of victims. A significant amount of the materials are accompanied by supplements describing the experiences of the survivors (in some cases, several pages long), copies and originals of Soviet and German documents, letters and postcards from the period of forced labor, photographs, newspaper clippings, etc. The collection contains documents from 1918–2012, mainly from the first half of the 1940s and the 1990s.
